The main goal of CEESEN-BENDER, launched on September 1 2023, is to empower and support vulnerable homeowners and renters living in Soviet-era multi-apartment buildings in 5 Central and Eastern European countries: Croatia, Slovenia, Estonia, Poland, and Romania. The project will help them through the renovation process by identifying the main obstacles and creating trustworthy support services that include homeowners, their associations, and building managers.

University of Tartu is responsible for set-up and coordination of support tools and capacity-building of energy professionals. The focus will be set on improving the ability of governments and large property owners/managers to prioritise buildings most in need of energy efficiency improvements, and building capacity of energy professionals on how to address the social needs of energy poor/vulnerable households. For this, experts from University of Tartu are designing and testing a digital tool that helps to prioritise buildings for renovations.
Also, University of Tartu is leading the project's Work Package that focuses on tackling the barriers hindering building related interventions in vulnerable districts.
