The main goal of the project is to empower local authorities for accelerating the CET (clean energy transition). The project will use an innovative bottom-up approach delivering need-specific capacity building to local authorities in pilot municipalities in 6 regions: Slovenia, Bulgaria, Croatia, Germany, Italy and Spain for integrated climate and energy planning (ICEP).

University of Tartu is responsible leading the project's work package that includes developing a set of thorough training materials addressing specific main gaps in the knowledge and capacity of local specialists compiling and implementing integrated climate and energy plans. As a result, set of designed training materials will be compiled oovering key topics in 5 core sectors necessary of ICEP development. In each project partner region, 300 experts and 300 key stakeholders are trained to increase their capacity to carry out ICEP planning and implementation, adjusting to the specific needs of their region and their ICEPs.
